## background
As we discussed #3241, @Jo-Dwyer pointed out that since 3-1-1 is a local number, if you wanted to ask questions via 3-1-1 as residents are often instructed to do but you're out of town, you need to know the local number to call, which is:

We need room for a sentence spelling out that detail in the contact card for 3-1-1. Seems like a design/content conversation to start, then add to this issue as needed. cc/ @toribr @chase-vert
