Documents and Images share the same folder names

### As a user, my mental model is that documents and images under two different navigation items are conceptually two different things, and therefore would have unique folder structure for each.

Currently a folder for OPO documents shows under "Images". And folders created specifically for Images shows under "documents." This is contrary to anyone's mental model about how folders work, regardless of backend structure.

Requirements
- [ ] Collections should be unique to the spot where they are created, ie, images or documents but not both.
