Add maps to steps on service pages

### **As a Content Editor** I want to be able to add widgets within text blocks, including steps on a service page, so that there will be a better flow of information for residents reading the pages. I know this has been made possible with two apps, but it would be helpful if there was the capability to do it with anything, especially maps.

### **As a resident, I don't want to have to scroll up and down to get everything I need. For example, If a step requires that I use a tool, like a map, I want it to be right there, rather than at the bottom of the page.**

I am updating the recycling and trash pages to include the Trashy app in a step. This part works great, but I am realizing that it would be good to do the same thing with the map/contact block. If I could incorporate that element into a step, it would simplify things.

I'd like to be able to embed non-text items within steps.

**Describe alternatives you've considered**
one thing that might help in the Drop off Hazardous Waste scenario is if I could at least decrease the padding or margin above the map/contact block. This works mainly because the map is technically below the step that it corresponds with. It is a pretty big space, and I can't seem to remove it. Because of this, the map seems to be separated from the step. This fix only works if the map or other future tool corresponds with the last step.

Also, as discussed, using googlemaps instead of map snippet would make this possible.
