Collapse options can be collapsed without opening a new one

### As a site user I want to minimize an option after I'm done reading it so that I can navigate a list of options more clearly.

It can be irritating to have an expanded text block open when I want to scroll down to read other options.

**Describe the solution you'd like**
I'd like to use the minimize icon in the upper right corner to actively minimize the text in the same way that clicking the plus sign expands it.
