Description

We have the ability to add buttons in rich text blocks. We need to make the UI for adding buttons intuitive and author friendly.

- [ ] Determine in which rich text blocks we need buttons.
- [ ] What should the experience of adding a button look like?
- [ ] What kind of content governance and guidance do we need?

### As an author creating a Service Page, I want to have clear visual cues that tell me what a tool does and whether or not it is working so I can use all the tools available to me.

It took me too long to see that the button had a square around it or the that there was even a blue square around it. Can we:
- [ ] increase the contrast of the blue or use a different visual cue to make that option more noticeable?
- [ ] decrease time for hovertext to appear letting author know what its function is?
