Residents will be able to enter words in the search bar and receive a list of relevant content.
## User flow
Mocked this up as part of the permitting process transition. Sketch file shows specific use case moving from Residential Permitting topic page to Residential Permitting Resource: Applications & Forms within search template/function.
There are opportunities for refined interaction design. Looking to @mateoclarke @ifsimicoded and @toribr to elaborate there :)

## Popular Search
Other government websites, like Gov.uk and Mass.gov, surface popular services on their homepage. We considered making this a part of our experience. Assuming people use service and topic pages primarily, should popular pages show up there instead of homepage?

Could potentially help residents understand service relationships via topics, or at the least- help them discover city services they did not know existed and that are regularly used/visited.
