**Describe the content debt.**

While creating a zero waste rebate service page, used content from linked pdf from austintexas.gov. Realized within the pdf is a form and terms and conditions which may serve best as split apart into a simple form and information page. (See pages 1 and 3)

**What is the long-term, ideal solution for this content debt?**
Taking down this pdf on austintexas.gov so residents can get to the Zero waste rebate service page, fill out the form and submit, and read terms and conditions separately without crowding the zero waste info page and zero waste rebate service page
