Description

### As a department that wants to encourage behavior change, I want to be able to launch an online educational campaign so that residents can learn about the issue at hand and enact change.

**Is your feature request related to a problem? Please describe.**
During our microsite research, we found that one category of microsites includes public campaigns, such as [Healthy Places Healthy People](https://www.healthyplaceshealthypeople.org/) and [Live Tobacco-Free Austin](https://www.livetobaccofreeaustin.org/). Often, these campaigns also encourage the use of City services. A struggle we've been having with microsites like these is that they split audiences across multiple sites, and that the duplicated content can easily cause discrepancies.

**Describe the solution you'd like**
An educational campaign content type could be a way to allow a department to go deep on an issue while linking to City services.

- Deeper, educational content on a specific, contained subject
- Focused on storytelling and meant to engage users for longer periods of time
- Distinct tone; possibly branded
- Heavy on rich media, including videos, data visualization, and social media
- Creates bridges between educational content and City services

Potential use cases:
- Healthy Places Healthy People
- Life Tobacco Free Austin
- Austin Animal Center educational content on caring and keeping pets (to prevent shelter returns)

**Describe alternatives you've considered**
- Continuing to have microsites for campaigns, but having governance guidelines for what content goes where (i.e. all services on austin.gov, all educational material on microsites with links to the "source of truth" services)
- API-driven microsites
- Branded site builder
