Department recruitment content type

### As a department that needs to recruit for a specialized skillset (such as Austin Police Department or Austin Fire Department), I want to be able to showcase my department in a way that is attractive to potential employees, so that I can hire the best out there.

A category of CoA microsites that has emerged is the recruitment site. See [Join AFD](https://joinafd.com/) and [APD Recruiting](https://www.apdrecruiting.org/) as examples. These departments want to remain competitive to potential employees and provide in-depth information about their department that is not relevant to the general resident. We're eventually planning to move jobs to austin.gov. How might we complement the jobs section of the website with information tailored to recruits?
