Description

### As an environmentally conscious resident (could be a retired senior), I want to step up and lead my neighborhood's zero waste efforts and sign-up to be a Zero Waste Block Leader.

Currently, the sign-up form is a Mailchimp form https://austinrecycles.us2.list-manage.com/subscribe?u=67064d72d5ce19a53d3ae33d8&id=c4931dc19f

Building and implementing this form is part of the ARR content transition for MVP including transitioning forms.

Need to learn from ARR
--Who generally signs up to be a zero waste block leader? How many people?
--What does being a zero waste block leader do? What's the commitment?
--How does being a zero waste block leader help achieve zero waste goals? Help the neighborhood, community?

Acceptance criteria to be determined after learning more about the sign-up form from current zero waste block leaders.

Definition of done
Form has ever green content, governance established
Acceptance criteria and user testing determined --will solidify the definition of done
