Verify a build pipeline using Netlify

### As a content author, developer, and all around amazing person I want to see branch and PR preview builds of janis so that we can easily review changes in isolation.

## As a developer, I want to have this process managed by an outside service so I can spend more time on the problems that we have that are unique and not general use cases.

**Describe the solution you'd like**
We should use Netlify or a similar service to manage our build and deploy previews as well as production builds.

**Describe alternatives you've considered**
We've built a solution in house as a proof of concept which is great, but there are concerns about maintaining it long term, especially with our limited resources. Using an outside service would allow us to focus our energies on what makes our projects special and unique, and will help make sure our projects are sustainable and easy to onboard others by following common best practices.
