Project tracker "How's my garden?"

### As As a resident, I want to check on the status of my community garden permit application or water tap application so that I can follow along with the process.

**Is your feature request related to a problem? Please describe.**
Building a new feature (project tracker) will enable increased engagement between the residents and alpha.austin.gov by having the capability to see where their applications are in real time and prevent a "black hole" in the process.
