disable queuing

Would like the ability to disable automatic queuing of crons that are already running.

Say a cron is set to fire every minute. For 'reasons' one run takes an hour. Would like to NOT have 59 of them queued up.

Possibly at the individual cron job level as opposed to a cron.something config parameter.

Would also like visibility and into the queue and some control over it. Say: purge all queued.
