Error out during 32-bit builds

It's come to my attention that PGDG is still producing and releasing 32-bit packages, though I am not sure whether they work at all (and have a suspicion they do _not_).

If we're going to not support 32-bit, we should error out early to keep people from getting too far along in a prototype before they release using Citus on these platforms is probably a bad idea.
