Add SQL server side timeouts

As a test designer, I want to be able to specify a response delay/timeout behavior of the database server to be able to test resilience use cases

Start by reading the repository's JDBC database-driver and server entry points to locate how requests and responses are handled. Define how a test would specify a server-side response delay or timeout, then add coverage showing that resilience behavior can be exercised and that the configured behavior is observable.
