Outsourcing current-federal-non-dotgov.csv to the official list?

[M-22-09](https://www.whitehouse.gov/wp-content/uploads/2022/01/M-22-09.pdf#page=19) (pg. 19) requires CISA and GSA to maintain a list of non-.gov domains that agencies have registered. [M-23-10](https://www.whitehouse.gov/wp-content/uploads/2023/02/M-23-10-DOTGOV-Act-Guidance.pdf) doubles down on this approach.

I have two questions for the maintainers:
1. Would you being interested in _not_ maintaining current-federal-non-dotgov.csv but instead pulling from https://github.com/GSA/govt-urls ([this file](https://github.com/GSA/govt-urls/blob/main/1_govt_urls_full.csv), or [a future version of that file](https://github.com/GSA/govt-urls/issues/87))?
2. If so, is there anything about the structure of [the file](https://github.com/GSA/govt-urls/blob/main/1_govt_urls_full.csv) you would want changed? (Note that it's unlikely to follow the same structure as current-federal-non-dotgov.csv.)

If not, that's ok.
