The [upstream repo](https://gitlab.nic.cz/fred/utils/epplib) has had some updates since we originally forked and we want to see if any of these changes would benefit our project.

## Motivation and context ##
It's been a number of years since our fork and it looks like there might be bug fixes or implementations that might benefit our project

## Acceptance criteria ##

- [ ] Research what new changes have been added since we forked the repo
- [ ] Assess what we get if we continue maintaining a fork
- [ ] Have any of our changes been incorporated into the main branch?
- [ ] Do we have changes that are unsuitable for a PR upstream?
- [ ] Check that our registry and registrar supports any of changes
- [ ] Chat with a lead to see if it would make sense to bring the changes over to our fork
- [ ] Create another ticket if bringing the changes over makes sense
