Configure deployments between LZ and DMZ

This repository will deploy to multiple environments, including AWS commercial and Govcloud.

Update terraform to make sure we can do this seamlessly and correctly.

For example, the AWS regions, scanning resources, and naming conventions will be different across environments.

## Motivation and context ##

Make sure there are no errors or extra steps when deploying to commercial and Govcloud from the same repository.
