Homebrew formula depends on out-of-date Tart

The [Homebrew formula](https://github.com/cirruslabs/homebrew-cli/blob/master/gitlab-tart-executor.rb) (in `cirruslabs/homebrew-cli`) depends on `tart` in the same repo, which is still at version 2.32.1. Tart is now only being updated at [`openai/homebrew-tools`](https://github.com/openai/homebrew-tools), and is up to version 2.36.0. Is `gitlab-tart-executor` going to move to `openai/homebrew-tools` as well?
