create a separate CIOOS repository to host reference stations/geographic_areas

Some data conversion of the ODF format and IOS format match data with standard regions and stations. It would be good to have those reference regions and stations be maintained within their own repository.

Start with ocean_data_parser/parsers/dfo/odf_source/references and inspect how the parser currently loads the geographical_regions and stations files. Update the parser to use the separate CIOOS reference repository instead of the local files, then verify that the ODF and IOS conversions still resolve standard regions and stations without the in-repository dependency.
