### 为什么你认为需要此功能

防撤回黑名单，也就是名单里的人发的消息撤回时不拦截撤回，可以正常撤回。比如说某个机器人账号，发送了很多需要撤回的无用消息或提示消息，结果由于防撤回的生效，导致机器人的消息没有撤回，从而导致消息刷屏，如果可以不拦截机器人的消息撤回就好了，或者有更好的解决方案也可以。
