[Bug] 小程序屏蔽功能不完全

正常开启小程序屏蔽功能，强行停止目标应用后重启，验证效果，屏蔽生效但是首页依旧可以完全下拉

正常应该首页不能完全下拉，屏蔽完全生效

屏蔽不完全生效，首页依旧可以完全下拉，但是不会显示任何内容

当前功能能生效，但是没有办法完全生效，且没有抛出异常和或错误，猜测可能是屏蔽方案不完全
