[功能请求] 屏蔽成员加群退群红点、通知

### 为什么你认为需要此功能

在群管理中可以为管理员设置是否接受验证消息，但是当自己是群主时，有群成员加群仍然会收到群消息通知，无法有效屏蔽。另外退群的群消息通知也无法禁止。作为群主表示不堪其扰。

或许可以根据腾讯现有的“不接受验证消息”逻辑进一步拓展为针对特定群全局屏蔽。
