[Bug] 显示设置禁言的管理会出现两条甚至更多条灰字

Start with the cc.ioctl.hook.chat.GagInfoDisclosure entry point named in the logs and reproduce the gag event under QQ 9.0.0 on Android 12S. Check why the management mute notice is emitted more than once; done means only one gray notice is displayed instead of duplicate messages.
