Unable to compile on RedHat 9

I'm trying to compile Cilium Proxy on RedHat UBI 9 and aarch64 architecture. To do so, I patched https://github.com/cilium/proxy/blob/main/bazel/toolchains/BUILD as shown below to adapt include directories and link options:

I have RedHat UBI 9 environment where I installed some system packages & bazellisk as shown below

Note: similar errors faced when compiling on x86_64 architecture.

Do you know how can I solve this?

Start by reproducing the failure with the provided Bazel command and inspect bazel/toolchains/BUILD together with bazel/setup_clang.sh. Compare the configured toolchain and the RedHat UBI 9 compiler environment while tracing the reported external/com_google_cel_cpp/common/json.cc failure. Done means //:cilium-envoy builds successfully on the affected architectures.
