Potential functionality for v0.2:
- `datapackage_add_data`: add a separate data file or possibly even append to existing csv
- `datapackage_publish`: publish a data package to a remote repository, e.g. GitHub, FigShare.
- Could build most of this functionality on top of, for example, [devtools](https://github.com/hadley/devtools) and [rfigshare](https://github.com/ropensci/rfigshare).
