Description
We have a README file that has nonsense written into it.
I think cleaning up the `README.md` file will look nicer and throwing in a data dictionary of our columns with short sentence(s) description of their qualities (data-type; brief description).
This can also become a feature if we feel like it. Particularly, we could have a `.json` file included in the `toolkit` directory where one can reference a data dictionary to quickly pull up a column's description. This `.json` is obviously a scope increase so it's not necessary unless we feel like it's best to include.
Tagging a few of you because **I think it's also a good place to really get up to speed on how the project is evolving.**
