Add note to triage process about the chocolatey-community user

## What New Or Updated Would You Like To See?

A note/warning at the triage process noting that for packages that the `chocolatey-community` user maintains, issues should be opened at the package source repository, not sent to the site admins.

## Why Is It Needed?

There have been a reasonable number of messages sent to site admins about packages maintained by the `chocolatey-community` user, which wastes the time of all involved. It would be good to redirect at least some of them to the correct place in the docs.
