Add a scenario to the dependency troubleshooting page for pinned dependencies

## What New Or Updated Would You Like To See?

There is [another scenario](https://github.com/chocolatey/choco/issues/3358) where Dependency Resolution fails with a non-intuitive error. Add steps to work out this issue and how to resolve it.

## Why Is It Needed?

This particular scenario may be much harder to locate due to the dependency resolution process.
