Add a Jargon Buster page

## What New Or Updated Would You Like To See?
This came from a [comment on a PR](https://github.com/chocolatey/choco-design-system/pull/30#discussion_r1270691145). We should add a page defining a lot of the jargon or acronyms we use in the docs. This is not to allow us to forget to define what these are _in the docs using it_ but as a supplement or reference for the pages that are older and don't define it.

## Why Is It Needed?
Jargon and acronyms make this more difficult to read, can cause misunderstanding and act as a barrier for people who don't know or understand the terms being used.
