Update setup a development environment guide

### What You Are Seeing?

On the `Set up a Development Environment`, one of the available script uses the webpi source to install things. However, the [webpi source is currently broken and is slated to be removed](https://github.com/chocolatey/choco/issues/2958). so that script would be currently broken.

Skimming through the other scripts available, other things look like they may need updating as well.

This page may need to just be updated, and/or some things removed, or deleted/marked as deprecated.
