Update listing of hosting options to remove severely outdated options

## What New Or Updated Would You Like To See?

The [others section for hosting packages](https://docs.chocolatey.org/en-us/features/host-packages#others) lists options that have not had commits in at least 1 year, most of them are 4+ years. Or in the case of the PHPGet, the site isn't even there anymore. The same can be said for some of the options for [Non-Windows hosts](https://docs.chocolatey.org/en-us/features/host-packages#non-windows-hosting) (Java points to a page no longer there, and the nuget was last updated in 2012)

## Why Is It Needed?

The established options listed prior to the Others section includes open source options, and are generally up to date.

## Additional Context?

For whatever reason I had stumbled upon a [Chocolatey GUI issue](https://github.com/chocolatey/ChocolateyGUI/issues/433) that mentioned Hazel.
