Generated heading links in right side nav should follow version numbers instead of dates on release notes

On the release notes pages, in the right hand navigation, the anchor links are being generated with the date instead of the release version.

Take for example this link:
https://docs.chocolatey.org/en-us/licensed-extension/release-notes#january-18-2022

The preferred link is actually:
https://docs.chocolatey.org/en-us/licensed-extension/release-notes#3-1-0
