Clarify dependency version format used in Chocolatey nuspec

The Chocolatey docs are not clear on the [Nuspec dependency version format that is used](https://docs.chocolatey.org/en-us/create/create-packages#nuspec). It's not the same as [Nuget](https://docs.microsoft.com/en-us/nuget/concepts/package-versioning) and we don't clearly call that out. For example, [Floating version resolutions](https://docs.microsoft.com/en-us/nuget/concepts/package-versioning) are not supported.
