Add documentation around how CCM 'works'

We need to look at adding more documentation around how CCM works / does things / operates. The current areas we need to add are:

* [ ] How the CCM outdated process works
* [ ] How to work with the Salt additives in CCM
* [ ] How to work with SSL certificates in CCM
* [ ] How to internet enable CCM
* [x] Add users page to website use section of CCM.
* [x] Document what "Inconclusive" actually means for a deployment.
* [x] #421
* [ ] Finish out WIP CCM Reports Page

This list is not exhaustive so we should look too add to it where we see areas that need adding to.
