Description

We still get a _lot_ of people contacting us about packages being outdated. To help alleviate this I feel we should do several things:

1. Make the [Package Triage](https://docs.chocolatey.org/en-us/community-repository/users/package-triage-process) process much clearer, simpler and shorter.
2. Remove the documentation from the [Package Triage](https://docs.chocolatey.org/en-us/community-repository/users/package-triage-process) page for [Vendors](https://docs.chocolatey.org/en-us/community-repository/users/package-triage-process#are-you-a-software-vendor) as it doesn't feel (to me) that it fits in with the page title of **Request Package Fixes/Updates.**
3. Redirect the link 'Package outdated?' link on the package page to a new page that is simple and straightforward about the steps that need to be followed. Currently it points to the same [Package Triage](https://docs.chocolatey.org/en-us/community-repository/users/package-triage-process) page.
