choco directs me to a log which is unused / 3 months old

Description
I'm using choco 0.10.15 and ChocolateyGUI 0.16.0.
In issue #2214, I described a failure to update a certain package (CUDA 11.2). With this failure, choco tells me, among other things:
> ERROR: Running ["whatever.exe" ] was not
> successful. Exit code was '-522190759". See log for possible error messages.
and:
> Error while running 'C:\ProgramData\chocolatey\lib\cuda\tools\chocolateyinstall.ps1'.

and:
> Chocolatey upgraded 0/1 packages. 1 packages failed.

> See the log for details (C:\ProgramData\chocolatey\logs\chocolatey.log).
So, first problem: Why am I told to see the log 3 times (actually there's a 4th time I let out)? ... but that in itself is a minor annoyance. When I actually look at the log, I find the latest entries in it are from December 2020 - 3 months ago.
I would love to provide all the information the issue template requires - but I'm not sure where to get it from.

Start by reproducing the CUDA 11.2 update failure with choco 0.10.15 and ChocolateyGUI 0.16.0, then inspect C:\ProgramData\chocolatey\logs\chocolatey.log and the referenced chocolateyinstall.ps1.
