Allow easy .msi extraction using chocolatey power shell scripts

At the moment choco can install .msi packages, but it would be useful to just extract them when needed.

For this purpose you can use special `/a` command, and no application elevation is needed.

No files or tests are named. Start by locating the existing MSI installation path and Chocolatey PowerShell scripts that handle package actions. Determine how the /a extraction option should be exposed, then verify that an MSI can be extracted without elevation while existing installation behavior remains unchanged.
