Installer broken - complains about path trying to CreateFolder, duplicates PATH

Using Powershell, Powershell v7, the CMD based approach the installer fails. Ive tried running Powershell as admin and a normal user. Both accounts have this same issue. After the installer fails, the PATH env is duplicated multiple times. The initial error seems to indicate that a download failed but then continues. The script has virtually no error checking and this breaks my system.
