Parameter to only show settings in config command

Currently `choco config list` displays details about Settings, Sources, Features and a note about API keys.

For Sources, Features and API Keys a separate commands exists to interact with them. There is none for config settings.

I like to suggest to create a `choco settings` command. With the same capabilities, including a Pipe (`|`) separated output. Or, as an alternative, add parameter to only show settings.
