Sorting Packages A-Z When Using Artifactory

### Issue Description
Sorting packages by A-Z appears to be sorted by the tags rather than by the app name. Note the tags for Engineering Tool Bundle is bundle. But not always. Note that for Chocolatey 0.11.3 the tags begin with nuget. Not sure how it is sorting.

### Current Environment
- Chocolatey V 0.11.3
- Chocolatey Licensed Extension V 2.2.1
- Chocolatey GUI V 0.19.0
- Chocolatey Licensed GUI Extension V 0.3.0
- Source is a hosted repo running on Artifactory Enterprise V 7.18.6

Through testing this i've concluded that this issue does not appear when using Nexus as the repository solution.

Start by reproducing package sorting with Chocolatey GUI 0.19.0 against the Artifactory repository described in the issue, then compare the result with Nexus. Trace the package-list sorting path and verify whether tags or app names determine the order. Done means packages sort alphabetically by app name when using Artifactory.
