Description
As a user who needs to update the packages installed on my PC, I want to easily access the release notes and description of the latest available version of a package so that I can determine whether to install the update.
Usually, my practice is to periodically open Chocolatey GUI and check the "Show Only Packages with Updates" box to see what needs to be updated. If I then right-click a package and open the Details page, the Description, Release Notes, etc. are from the installed version rather than the available version. This makes it hard to see what changes I would be about to install.
It would be great to have access to the details for the available version as well.
Alternatively, if #728 was implemented, I could click a link to go to the package page and see then information there.

Start by reproducing the behavior in the This PC view with “Show Only Packages with Updates” enabled, then open a package's Details page and compare the installed and available versions. Done means the Description, Release Notes, and other details shown for an update come from the latest available version; issue #728 is an alternative path mentioned in the request.
