Allow launch parameters

Hi there. I was thinking about how nice it would be to have a button next to each package on [the packages page](https://chocolatey.org/packages) to show this in the Chocolatey GUI. As far as I am aware, the GUI app doesn't support this kind of functionality. It would be really cool if it could some time in the future.

Start by reviewing how the Chocolatey GUI accepts or handles package launches and how the packages page could invoke it. Define the launch-parameter behavior, the required integration between the packages page and GUI, and a clear way to verify that a package opens with those parameters.
