Description
We have a method that maps 2016 to 2012r2 because we didn't have 2016 artifacts. We have 2016 artifacts and we've had them for a while. Remove that mapping.

Research direction
Locate the method that maps Windows releases and inspect the existing 2016-to-2012R2 behavior. Remove that obsolete mapping, then run the relevant test suite to confirm Windows 2016 resolves to its available artifacts and other release mappings remain unchanged.
