Description
Describe the Enhancement:
Currently I'm killing the habitat processes in the windows test scripts. In a future release of habitat this will not be necessary as the hab sup term command will be supported on windows. This is a place holder so that when that releases we should change our script to use that.
Describe the Need:
make process kill cleaner

Research direction
Start by locating the Windows test scripts that currently kill Habitat processes and check whether the supported hab sup term command is available on Windows. Once it is supported, replace the existing process-kill behavior and verify that the Windows test scripts still pass and terminate processes cleanly.
