Description
We are upgrading Chef Infra by taking a 12.x backup and restoring it to 14.x using knife. We have spent some time and identified the final failing cookbook which is stopping the import from completing. Please review the attached ERB file and advise why it is not parsing and causing the import to fail.
The cookbook is attached here. Please let us know why this is breaking?

Research direction
Start with the attached ERB file and the 12.x-to-14.x knife backup/restore process; reproduce the import failure and inspect the parser error. Done means identifying why the cookbook fails to parse and documenting the cause or required compatibility change.
