feature: support a user preference for reduced motion in animations

### Problem I have

I find it annoying and distracting when some users have flashing images in their profile pictures. I'd rather not have to block them to avoid the flashing images.

### Solution I'd like

An option to present a static (i.e. non-animated) image when the setting is selected:
e.g.:

### Alternatives considered

- Blocking the offending users
- Using an alternative to Phanpy that supports this feature
