Deploy checkstyle-X.X-SNAPSHOT-all.jar to some public binaries repo

Note: most users need generation of "checkstyle-X.X-all.jar" , but it is hosted only at soureforge, we need to automate generation-deploy of it to https://bintray.com/ (or any other)
