Load long messages at the top rather than bottom

When a new message loads, that is really long, I want the top of the message viewable first rather than the bottom of the message and then making the user scroll up to start reading it. Is this doable?

Reproduce the behavior when a newly loaded message is long and observe the message view's initial scroll position. The issue names no files, tests, or entry points, so locate the component responsible for displaying messages before deciding where to work. Done means the top of a long new message is visible first instead of the bottom.
