Messages from one device not always received on other device

- Operating System (Linux/Mac/Windows/iOS/Android): Mac to iOS
- Core Version: 2.35
- Client Version: 2.35

## Expected behavior

Messages sent by me should sync to all my devices.

## Actual behavior

Sometimes they are not synced; only the device I sent from can see the message, not my other device. The times I've seen it this happened with attachments. I've tried to "resend" with no success.

Internal chats also suggest this happens on Android, and observed since 2.33.

### Steps to reproduce the problem

1. Send attachment to saved messages on Desktop
2. Sometimes don't receive it on iOS
